Private Sewage

The Illinois Department of Public Health has delegated East Side Health District the authority and responsibility to manage and enforce the Illinois Department of Public Health Private Sewage Disposal Licensing Act and Code within the jurisdiction of the Health District.  Any person who installs or renovates a private sewage disposal system must be licensed by the Illinois Department of Public Health and must obtain a permit to install or renovate through the local health department.

Water Wells

The Illinois Department of Public Health has delegated East Side Health District the authority and responsibility to manage and enforce the Illinois Water Well Constructon Code within the jurisdicition of the Health District.  Any person who constructs a water well must be licensed by the Illinois Department of Public Health and obtain a permit through the local health department.

Abandoned wells are dangerous and may act as a pathyway for contaminates to get into the groundwater.  Abandoned wells are required to be sealed by a licensed water well contractor.  However if an abandoned well is located on your property you are allowed to seal it.  The property owner is still required to follow the Water Well Construction Code. 

Nuisance Complaints

The nuisance program covers a wide range of citizens complaints involving conditions that pose a threat to public health and well being.  The majority of complaints received involve vacant homes, illegal dump sites, and surfacing sewage from broken or clogged sewer lines.  Getting complaints resolved is a collaborative effort between property owners, villages, cities and East Side Health District.
